{"id":15320,"date":"2022-02-10T16:39:00","date_gmt":"2022-02-10T16:39:00","guid":{"rendered":"https:\/\/algarve7.pt\/?p=15320"},"modified":"2022-02-10T16:39:03","modified_gmt":"2022-02-10T16:39:03","slug":"autarcas-do-algarve-preocupados-com-as-regras-de-financiamento-do-prr","status":"publish","type":"post","link":"https:\/\/algarve7.pt\/index.php\/2022\/02\/autarcas-do-algarve-preocupados-com-as-regras-de-financiamento-do-prr\/economia\/16\/39\/","title":{"rendered":"Autarcas do Algarve preocupados com as regras de financiamento do PRR"},"content":{"rendered":"\n<p>O Conselho Intermunicipal da AMAL, na sua reuni\u00e3o ordin\u00e1ria de fevereiro, deliberou, por unanimidade, solicitar ao Governo a elegibilidade do Imposto sobre o Valor Acrescentado (IVA) nos projetos enquadrados no Plano de Recupera\u00e7\u00e3o e Resili\u00eancia (PRR)<strong>.<\/strong><\/p>\n\n\n\n<p>A despesa referente \u00e0quele imposto, de acordo com as orienta\u00e7\u00f5es emanadas da Estrutura de Miss\u00e3o Recuperar Portugal (EMRP), \u00e9 considerada como n\u00e3o eleg\u00edvel, ou seja, n\u00e3o \u00e9 objecto de financiamento, ao contr\u00e1rio do que se verifica no quadro de outros fundos estruturais, a que os munic\u00edpios t\u00eam acesso, nomeadamente o Fundo Europeu de Desenvolvimento Regional (FEDER) em que a despesa referente ao IVA \u00e9 considerada eleg\u00edvel sempre que se demonstre que n\u00e3o \u00e9 recuper\u00e1vel pelo benefici\u00e1rio, atrav\u00e9s de certificado emitido pela Autoridade Tribut\u00e1ria \u2013 Dire\u00e7\u00e3o de Servi\u00e7os do IVA.<\/p>\n\n\n\n<p>A n\u00e3o elegibilidade do IVA representa, para os munic\u00edpios, um aumento substancial das despesas de investimento, sem comparticipa\u00e7\u00e3o e sem possibilidade de recupera\u00e7\u00e3o, na ordem dos milh\u00f5es de euros, de projetos&nbsp;at\u00e9 aqui da responsabilidade da Administra\u00e7\u00e3o Central.
